Roy Lewis Eiguren, J.D., is Of Counsel to the Capitol Law Group. He maintains a separate non-legal practice as a lobbyist thru Eiguren Public Policy LLC.
In his law practice, Mr. Eiguren represents clients in a wide variety of environmental and energy issues. He served for sixteen years as Executive Director and General Counsel to the Idaho Consumer Owned Utilities Association, the Idaho trade association representing all of Idaho’s rural electric and municipal electric utility systems. He also has had substantial experience as a lawyer in electric power supply, transmission, facility siting and financing issues, as well in environmental matters. Mr. Eiguren has served as counsel and advisor to a number of companies operating facilities for the United States Department of Energy and currently serves as counsel and adviser to one of the prime contractors at the Department’s Idaho National Laboratory.
Mr. Eiguren is a Director of Avista Corporation, an electric and natural gas utility operating in four western states. He chairs the Avista Board Committee on Energy, Environment and Operations and is a member of the Board’s Audit Committee. Mr. Eiguren serves as Chairman of the Board of Advisors of Exergy Development Company, a solar and wind facility development and operating company with projects in twelve western states. He is also a Director of Idaho Independent Bank, one of Idaho’s largest state chartered banks. He chairs the Bank Board’s Compensation and Nominating Committee and serves on the Board’s Audit Committee. Mr. Eiguren is a past Chairman of the Boise Metro Chamber of Commerce and the Idaho State Capitol Commission. Mr. Eiguren served as the Special Assistant to the Administrator and CEO of the Bonneville Power Administration of the United States Department of Energy. He also served as both Deputy Attorney General and Deputy Secretary of the State of Idaho and as a Deputy Prosecuting Attorney for Ada County (Boise), Idaho. He is a member of the Federal Energy Bar Association and the Idaho State Bar Association. He holds a Certificate of Director Education from the National Association of Corporate Directors.
Mr. Eiguren is a graduate of the Executive Program of the Graduate School of Business Administration at Dartmouth College and attended the Georgetown University College of Law and the University of Idaho College of Law, where he received his Juris Doctorate
